首先要坚持伙伴定位。随着中国不断发展，中日在一些产业领域开始出现竞争，我们也感受到部分日本企业对此心存顾虑和防范。但毫无疑问的是，合作共赢仍是主流。这次两国领导人旧金山会晤最重要的成果，就是重新确认了全面推进中日战略互惠关系定位。那么体现在经济领域，就是要坚持互为合作伙伴属性，继续高举合作共赢的旗帜，不能让输赢多寡的竞争逻辑主导和定义中日经贸关系，而是要在更广阔的合作中相互促进、彼此成就。
当前，全球经济增速放缓，地缘政治风险显著上升，影响外商直接投资，同时各国引资竞争日趋激烈，外部环境的复杂性、严峻性、不确定性上升对中国吸引外资带来一定挑战。
住房和城乡建设部将对辽宁省住房和城乡建设厅进行工作约谈，共同研究辽宁省建筑施工安全生产工作当前存在的突出问题，切实加强建筑施工安全生产管理，并明确下一步改进措施。
